The\r\nmodification, RTO Restart (RTOR), allows the transport to restart its\r\nretransmission timer using a smaller timeout duration, so that the\r\neffective retransmission timeout (RTO) becomes more aggressive in\r\nsituations where fast retransmit cannot be used.
