This document\r\ndiscusses the Independent Submission model and some reasons why it is\r\nimportant. It then describes editorial and processing norms that can\r\nbe used for Independent Submissions as the community goes forward\r\ninto new relationships between the IETF community and its primary\r\ntechnical publisher.
